Virtual Vision (V2) Signs Framework Agreement with the Government Expenditure & Projects Efficiency Authority to Provide Cloud Computing Services for Government Entities
- Riyadh, Saudi Arabia - November 11, 2024: Al-Kam Telecommunications and IT Co. a leading cloud computing and IT solutions provider and the owner of the trademark Virtual Vision (V2), classified as Class "C" by the Communications, Space, and Technology Commission (CST), announced the signing of a framework agreement to offer V2 Cloud services for government entities in Saudi Arabia with the Government Expenditure & Projects Efficiency Authority. This agreement aims to support the national digital transformation efforts, streamline government cloud service standards, and enhance procurement sustainability and efficiency.
- The agreement was signed during the Expenditure Efficiency Forum held in Riyadh from November 11 to 12, 2024, under the patronage of His Excellency the Minister of Finance, Mr. Mohammed Bin Abdullah Al Jadaan, Chairman of Government Expenditure & Projects Efficiency Authority. As the first forum of its kind in Saudi Arabia, it brought together senior government officials and experts to discuss strategies for maximizing spending efficiency and improving the quality of government projects.
- The agreement was signed in the presence of His Excellency Eng. Ahmed bin Mohammed Alsuwaiyan, Governor and Board Member of the Digital Government Authority (DGA), His Excellency Eng. Abdul Razzaq bin Sobhi Al-Aujan, CEO of the Government Expenditure & Projects Efficiency Authority (EXPRO), His Excellency Eng. Yousef bin Abdulrahman Al-Hargan, CEO of the National Center for Government Resource Systems (NCGR), and Eng. Mohammmed bin Wajdi Al-Kharouf, CEO of Al-Kam Telecommunications and IT Co. (V2).
Expanding Efficiency with the Etimad Electronic Marketplace
Under this agreement, V2 Cloud services will be available on the Etimad electronic marketplace, the automated procurement platform managed by the Ministry of Finance, enabling government entities to expedite and simplify the purchase of V2 Cloud products and services directly throughout the agreement’s term. This collaboration reaffirms the authority’s commitment to accelerating procurement processes, standardizing service specifications, and ultimately enhancing the quality of digital services available to government entities.

About the Government Expenditure & Projects Efficiency Authority (EXPRO)
The Government Expenditure & Projects Efficiency Authority was established by the Council of Ministers’ decision on February 23, 2021 (11 Rajab 1442 AH) under decision No. (389), which included merging the National Program to Support Project Management and Operation and Maintenance in Public Entities (Mashroat) with the Expenditure Efficiency Achievement Center, transforming the center into the Spending Efficiency and Government Projects Authority.
The authority’s core functions include developing spending efficiency policies, reviewing government programs to ensure alignment with efficiency goals, assessing long-term financial impacts of projects, and coordinating with government entities to form task forces dedicated to improving the quality and planning of government projects.
